Mulayam flays Kalam for returning electoral reforms ordinance

Samajwadi Party chief Mulayam Singh Yadav on Saturday flayed the decision of the President A P J Abdul Kalam to return the ordinance on electoral reforms, saying Kalam's decision 'went against the grain of the all-party consensus and the Constitution.

Terming it as a 'matter of concern', Yadav said, "Returning of the ordinance on the basis of half and incomplete information, ignorance of Indian polity and on the advice of so-called intellectuals goes against the dignity of the office of the President and the soul of the Constitution."

"Not agreeing on an issue in which there is a consensus among all political parties goes against the basic spirit of the Indian Constitution," he said.

"In future, the President should consider the Constitutional conventions before taking any such step," Yadav suggested, adding as per the Constitution, the President was empowered to return any ordinance for review only in an 'extraordinary' situation.
