US ready to commit on subsidy cut
June 23, 2004 18:48 IST
The United States said on Wednesday that it was ready to commit itself to specific dates for reducing farm subsidies but insisted on simultaneous progress with regard to the issue of market access.
"US will agree to dates if other things come to terms. There should be simultaneous progress on market access," US Assistant Trade Representative Ashley Wills told reporters in New Delhi.
Wills said his country had already offered to eliminate its export subsidies and trade distorting domestic support but emphasised that its farmers should get market access in return.
The G-20 including India, Brazil, South Africa and China had come out with a joint proposal last week seeking less than full reciprocity for developing countries for reduction of tariffs, substantial cuts in domestic support and all forms of trade-distorting support and elimination of export subsidies by a credible date across each products.
Wills, who met senior government officials here, also said the US understood India's concerns regarding agriculture.
Asked about the differences between US-EU and G-20 over a tariff reduction formula, he conceded that there was no agreement as yet.
However, Wills said work was being carried out by technical teams at WTO headquarters in Geneva and it was still possible to prepare a Framework.
"Reaching a Framework is not certain, but it is possible. Countries are speaking to each other in a frank way. Meetings are on for this in Geneva," Wills added.
