Bihar minister, VC booked for selling fake certificatesThe Bihar vigilance department has filed a First Information Report against 28 people including a minister of state, a vice-chancellor and a senior IAS officer under the Prevention of Corruption Act for their alleged role in selling fake teachers training certificates to people outside the state through institutions which existed only on paper. The persons against whom the FIR has been filed include minister of state for human resources Jitan Ram Manjhi, vice chancellor of Lalit Narain Mishra Mithila University Abdul Moghani and secretary, human resource department, S K Negi besides other officials of the universities and institutes concerned. Sources said preliminary investigations showed that most of the minority institutions under the university existed only on paper even though they were approved by the education department and were affiliated to the L N Mishra Mithila University. The probe also showed that by manipulating records, government officials and university authorities had collected more than Rs 200 million illegally from students for giving fake certificates of different courses during the last ten years. The vigilance department swung into action following a directive from state Governor, Justice B M Lal, who is also the chancellor of all the universities in Bihar. UNI
