Deuba urged for greater economic cooperation among members of the South Asian Association for Regional Cooperation and urged them to unite against poverty.
SAARC was formed in 1985 and has as its members India, Bangladesh, Bhutan, the Maldives, Nepal, Pakistan and Sri Lanka.
Foreign and junior ministers from six of the member countries are in Kathmandu for the meeting.
Sri Lanka's Foreign Minister Tyronne Fernando cancelled his trip at the last minute because of a parliamentary vote at home, but his deputy will attend the meet instead.
