Women's Bill likely in monsoon session

The government would bring the Women's Reservation Bill in the monsoon session of Parliament 'if a consensus is arrived at a meeting of political parties convened by [Lok Sabha] Speaker Manohar Joshi on June 16', Parliamentary Affairs Minister Sushma Swaraj said in New Delhi on Friday.
She regretted that the Bill, seeking to ensure one-third reservation for women in the Lok Sabha and state assemblies, could not be passed in the current session.
The Samajwadi Party and the Rashtriya Janata Dal had demanded sub-quota for women belonging to backward classes and minority communities in the Bill and stalled a debate on it, forcing its deferment.
Asked what was the hurdle if the ruling party and the major opposition favoured it, Swaraj said, "It is a Constitution amendment Bill in which lobbies have to be cleared and voting is required. It cannot be passed by a voice vote."
According to her, at a meeting of leaders the Lok Sabha speaker had said that the only way to go ahead with the debate was by forcing the opposition to leave the House.
However, Congress and Communist Party of India-Marxist leaders had rejected this suggestion.
