Goa [Images] is baffled with a strange issue of handling a 24-year-old Russian traveller who is 'madly' in love with India and refuses to go back.
The Russian was found loitering in the state and later handed over to the Institute of Psychiatric and Human Behaviour (IPHB).
He has reportedly refused to go back and his visa expired in September last year.
"He refuses to leave India and renders pro-India slogans," an IPHB official told PTI. The man has been to India many times, speaks a bit of Hindi and raises the slogan `Mera Bharat Mahan' whenever he is asked to return to his country.
IPHB doctors say the patient is possibly having narcotic-induced psychosis. The matter was referred to the Russian consulate about 10 days back which has sought assistance from the family members so that he can be escorted back to Moscow [Images] as he is psychologically unfit to travel alone.
"The Russia [Images]n Consulate has been provided with relevant information by Goa authorities and adequate action as per procedure of law is being taken to assist this person for continued treatment in Russia," said consulate's lawyer Vikram Varma.
He said the Russian had not been charged with any cognizable offence and was apprehended by police as he was found loitering.
